Manager's Report  


  • Stephanie Cooper of the Standish Casino cancelled meeting with Bob Moffit & Mike Hargrave due to conflicting obligations. 
  • Bathroom fans replaced/repaired
  • MDOT has approved funding in writing for  Fuel Farm & Crack Seal Projects.
  • Current NOTAM: Airport Closed, snow & ice on runways.  Manager will remove snow today in hopes that sun will melt the ice.
  • 2 students are currently taking lessons at the airport.
  • USDA has some funding available for airports.  The commissioners in attendance like the concept and have suggested that Mssrs: Moffit & Hargrave pursue free money like an adolescent spider monkey pursues a mate. 


 


 


Old Business



  • We will plan to address T hangar lease renewals in May.
  • M. Hargrave to investigate various long distance providers.
  • M. Hargrave to determine balance owed on tractor, interest rate and confirm tractor swap to occur this spring.

  • Stephanie Cooper of the Standish Casino discussed potential usage Gladwin Airport by the Standish casino.
  • Gates to Ramp were unlocked

 

 

 

Manager's Report  


  • Fuel prices dropping at neighboring airports dropping. Will continue to monitor
  • NW gate now working. 7yrs of problems is apparently resolved. Coleman Electric replaced a circuit board
  • Current NOTAM: No runway lights. Our intermittent problem has degraded to a more complete outage. It seems to be a result of the lightning strike of a couple years ago. Our equipment in the basement is working just fine. The problem is almost certainly outside. Unfortunately the snow makes it difficult to locate the "cans" and an effective repair will have to wait until spring. 
  • Mike Hargrave & John Caffrey to attend Aviation conference February 4 & 5.

New Business: 

  • Discussion on gas pricing/supply.  Communicating with Midland.  Present cost $2.78 will hold as long as possible as pricing is falling.
 

Managers Report:

  • Working on restroom toilets
  • Discussion on truck from city.  Should see by winter.
  • Discussion on budget
  • FAA MDOT contacted airport manager regarding new water tower.  Not a problem with airport.
  • Question on 581-000-001-000 Cash checking ($3422.44).  Manager will look into it.
  • Discussion on tower maintanence/Connection/Cleaning.
  • Gate – still being worked on.  Should be all set soon.
  • Fuel farm agreement has been approved by city.  County is next in line.
  • City of Beaverton – donated an old police car to airport
  • Crack and seal will have to wait until next year.
  • Shed is now completed.
  • Windows installed by Flynns
  • Discussion on T.V./Barbwire has been placed on runway.
  • Received payment from Jim Breault $1880.00

      was adjudicated and court made a finding that Airport will pay Bullard
      $200.00 plus $54.00 court cost.

  • Delegations: Discussion of GAC's response to Basil Bullard's actions on police videotape 5/31/2008
  • Motion to strike last sentence of letter to Basil Bullard (Kreckman/Smith) Passed unanimously
  • Further complaints by Bullard about the letter and the situation giving rise to the letter and with general dissatisfaction with GAC and airport manager. Motion to postpone discussion indefinitely(Kreckman/Smith) passed unanimously.




New Business




  • Discussion on delaying payment from Jim Breault for land rent. Discussion centered around typical farming practice versus reasonable expectation of payment. Motion (McKenna/Whittington) to amend land rental agreement with Jim Breault making payment due at harvest rather than at contract signing PASSED. (Ayes: Caffrey,Smith, Whittington and McKenna Nayes: Kreckman

Manager's Report



  • Fuel Farm: discussion with Midland airport staff about new fuel system. Potential to have 100 LL system in 90 days. Presentation next month. Packets to be distributed to GAC prior to meeting.
  • Runway lights circuit breaker tripped: no apparent reason
  • Crack & Seal: Neil B at MDOT crack sealing scheduled for September. GAC costs is less than $200. (2.5% match required)
  • Tractor Cab attacked by tree branch: Hargrave to investigate repairs. Damage does not interfere with tractor operation.
  • Some grass being left unmowed in hopes that it will reseed more densely.
  • GAC working with Michigan Works at no costs to GAC




Old Business




  • Bob Moffit reported that old fence project (ended in 2004) yeilded a balance due to the State of Michigan of $7,194.73. Bob reviewed accounting and concurs that the State is correct if not timely. County has agreed to pay 1/2 of balance and City to address issue at next City council meeting.

  • Undercharge for fuel to Basil Bullard's aircraft led to 911 call and confrontation. Basil Bullard threatened the airport manager.
  • Chair to send letter to Basil Bullard addressing conduct.
Manager's Report
  • Auto Stick (Fuel System) reporting errors. Inspected and errors due to faulty probe in jet fuel tank and low level in another tank. Both tanks are no longer in use and the new few system will require new probes/alarm system. No repairs planned.
  • Aviation Fuel: GAC going to a daily rate system to reduce our credit card costs. No affect on daily operations.
  • MDOT: Laura W noted via letter that local match funds of approximately $3,000 needed for fuel farm project.
  • Black sealant returned to Flynn's for $405 store credit.
  • Phil at Voelker Implement agreed (again) to pay for hydraulic hoses
  • MDOT still having trouble finalizing project cost allocation for 4 year old fencing project. Caffrey to address same with MDOT.
